Father Charles Rouse was ordained on June 6, 1976. In December 1994, a student at St. Rose of Lima school reported that Rouse had undressed in front of him and several other students while on boat trip. Twenty-three anonymous parents had also written a letter to the Archdiocese complaining of Rouse’s financial improprieties and behavioral issues. Rouse took a leave of absence in February 1995 to address his escalating alcoholism. While in treatment, Rouse admitted to sexually abusing two boys in 1981 while serving as an associate pastor at St. Elizabeth of Hungary Parish. Since then, several survivors have reported their abuse by Rouse at various locations throughout the Northeast United States. The abuse generally consisted of inappropriate touching, indecent exposure, and masturbation.
