Joseph Firlie was a deacon at St. Peter and Paul School in Cumberland, MD, in the 1980s and worked for the Maryland Department of Juvenile Services in 1990. In 1991, Bishop Murphy met with a deacon who supervised Firlie at the DJS and discussed an accusation of Firlie’s abuse of a seventeen-year-old. The told Bishop Murphy that Firlie’s coworkers knew of “Mr. Firlie’s sexual problems.” Firlie admitted to having a problem and was sent to the Johns Hopkins Sex Clinic. In 2010, a survivor stated that Deacon Firlie abused him as an altar boy at St. Peter and Paul Catholic School from 1979-1983. He wished to remain anonymous, and no further details were provided.
