Monsignor. From the Philippines, where he was ordained in 1960 for the Diocese of Lingayen-Dagupan. Frias arrived in the U.S. and Diocese of El Paso in 1971. Named publicly as accused by the El Paso diocese on its list 1/31/2019, which notes that he was incardinated into the Diocese in 1979 and retired in 2002. He died 11/24/2016.
