Why was a convicted pedophile who was recently released from prison sent into a home as a “home teacher” by the Mormon Church where he sexually abused a 10-year-old girl?

Per this article, pedophile Gillen, in approximately 1999, was caught doing disgusting things to children when he was manager of a skating rink in Colorado. Then, he was convicted in 2002 of a different sexual assault on another child.   He was sentenced to eight years in prison. After being released from prison, pedophile Gillen ended up in Henderson, Nevada. Inexplicably, he was presumably called by his local Mormon bishop to serve as a home teacher to a family. Elevated by his trusted position as home teacher, this pedophile was welcomed into this home and eventually worked his evil on a child, just as he had done in the past. How did this happen?  Why did this happen?

Our hearts go out to this family, who likely trusted the vetting done by the Church that this home teacher was safe. The family certainly would have trusted that the church wouldn’t send a pedophile into their home. From what I have read, this was avoidable. At JVW, we wish this little girl healing, in what, no doubt, will be a difficult journey.
